President Donald Trump has signed the Russia
sanctions bill sent to him from the Congress but
he's adding a statement saying the
administration will carry out the law with
reservations about its impact and the
constitutionality of some provisions.
The bill is one of the first major pieces of
legislation that was sent to Trump's desk, and it
represents a rebuke of the President by giving
Congress new veto power to block him from
removing Russia sanctions.
The signing statement lays out Trump’s
concerns about the legislation, including that it
encroaches on presidential authority and may
hurt U.S. ability to work with allies.
